The Edmonton Conference on "Culture and the State: Past, present, and Future" was organized around a set of flexible themes and considered the role of culture variously defined — high and low, elite and popular, local and global, historical and contemporary — in the creation, maintenance, transformation, and demise of states.

Special Events during the conference included the Emma Goldman Exhibit from the University of California, Berkeley, and Drawing Resistance, an international art show, as well as film screenings and local excursions. Films included the documentary "Flight from Death." Plenary speakers included:
